GENERAL AIM

 Conceive, set up, test and validate an open and distance innovative and complex professional training model for the e-Government area which, through the cooperation of a transnational network of public administration, enterprises, educational institutions, guarantees to all entities that operate or wish to operate in the communication and managing of innovative public information, base and permanent training, for adapting to new knowledge and competences, guidance, at the same time, for the public organizations and ICT enterprises, supporting both in the participation of the e-Government area.

THE GENERAL AND SPECIFIC GOALS

¨      Conceive, implement, experiment an open and distance model of professional training, based on the e-learning processes, for the e-Government sector, integrated into an on-line platform for the delivery of services, even of information, guidance and support, addressed to Public Administrations and the operators and aspiring professionals of e-Government;

¨      Conceive, experiment and validate an innovative and effective approach to professional training linked to the new working conditions determined by the entry of ICT in the Public Communication, through the identification of training tracks for new professional figures and the development of products for e-Government training based on the use of e-Learning both for Public Administrations, and for those that want to operate in said sector;

¨      Identify and implement a significant set of services and products for information and guidance addressed not only to operators of the sector of e-Government, but to all those that wish to access working opportunities in this sector;

¨      Conceive, implement, experiment a permanent observatory on e-Government, that is an effective information, update and advice tool for Public Administrations that want to access e-Government;

¨      Conceive, implement and experiment a virtual meeting point: between decision makers and managers of Public Administrations and the operators of the ICT Sector at a European level for facilitating the exchange of experiences and good practices in the sector of implementations of technological solutions for e-Government.

 EXPECTED RESULTS

The Technological-Organizational Platform of the e-Gov System calls for:

§         a permanent observatory on the world of Public Communication in the Information Society, that ensures the presence of services offered, an access to updated information on the various critical problems of e-Government,

§         a package of informative services relative to the e-Government world

§         a virtual meeting point for the exchange of good practices between Public Administrations in the e-Government sector

§         a distance learning system with training tracks for public operators and technicians of the sector (integrating the e-GoV Portal with the e-GoV e-Learning Platform

§         a management of system of the e-GoV portal

The main final products that the project wishes to realize:

·         The network technological infrastructure capable of:

·         A Model of e-Government Village and the relative methodologies;

·         The Organizational Structure eGoV-Management for the design and delivery of information, guidance and advice provided for by the e-GoV Model;

·         The Management system of eGoV-Training for the realization of Training Products and Courses in e-Learning (integrated with the partner’s systems and e-Learning platforms for the delivery of training).

·         A series of Distance training modules - relative to the areas: of Communication in e-Government, of New Services for e-Government and of the organization and Management for e-Government – to insert into Traditional Training Tracks (in house), as opportunities for further study, addressed to employees of public administrations and to operators of the ICT sector;

·         A Complete course in e-Learning modality for the formation of a new professional figure in Public Administration with project design skills and management in the e-Government sector named “Administrator of Services in e-Government for Marketing of the Territory”;

·         A Complete course in e-Learning modality for the training of a new professional figure in the sector of innovative communication and ICT with project and management skills named “Expert in Communication finalised to e-Government”;

·         The Management System of Virtual Point Meeting of e-Government Village Square for the realization of forums, on-line conferences, open or dedicated chat areas and other modalities of meeting and exchange on topics of interest and exchange of good practices.
