NUVOLA project faced and dealt with themes liked both to the areas of training and learning, such as teaching methodologies, technological innovation, training institutions and their processes of renewal and update, which are really felt at national and European level, and to the business sector, such as the production and the sale of cultural products, namely publishing products for on-line and off-line training. The overall project involves the traditional tools for the transfer of competences, based on the linearity of face- to-face teaching and of the written text, imagining a transformation that is a possible model of implementation.

The partners of the project in this final phase are testing the platform, crated ad hoc, that manages the three prototypes of teaching material implemented in three different contexts (schools - vocational courses, vocational training centres, e-learning environment – Small and Medium Enterprises). The models that rely on a database containing the teaching material are:

- the simulation model (students and teachers belonging to training Centres)

- the book-on-demand model (Small and Medium Publishing Companies, providing multimedia services to training bodies)

- the virtual classroom model (school and university students who plan teaching units in line with their curriculum).

The experimentation of the three prototypes involves schools, universities, publishing companies, Vocational Training centres, Small and Medium Enterprises, relevant associations, and aims at verifying the effectiveness of the model on a large scale. The partners are currently building up the database of the experimentation that contains the most significant data about the initial informative actions, the identification of the subjects interested in testing, under simulation, the design, the distribution and the implementation in local contexts of the teaching material prototypes, and the evaluation of the results

After two years of hard work, on 18 December 2004 the international partnership of the Project “A Portal for the New Economy” presented in Sorrento the web site it has produced, which is now available at the web address http://www.ictportal.net

This Portal is the actual answer to the enterprises’ great demand of e-learning, permanent training and recruitment on the internet. In particular, thanks to its sections (E-learning Resources, Jobs, E-learning environment, Training, Recruitment, Forum), the Portal is a valuable instrument:

·         to select, guide and train the most required professional figures of the new economy;

·         to provide enterprises with the possibility of choosing candidates who have attended an on-line training or possessing the skills and the work experience required;

·         to offer training bodies, thanks to a collaboration via internet, the opportunity of a specific education targeted to the needs of the job market;

·         to give students the possibility of choosing a job through scheduled training courses tailored on individual needs;

·         to guarantee enterprises an on-line recruitment service;

·         to promote, on the basis of the enterprises’ requests, the free of charge enrolment on on-line professional training courses, sponsored by the enterprises looking for new staff;

·         to have access to the exams for the certification of the skills required to be inserted in the database of professional profiles;

·         to attend stages in enterprises operating in the field of ITC;

·         to validate the products at a European level;

The Portal hosts: high profile courses not yet available on the on-line professional training market, based on a system of assessment and self-evaluation; specialised web tools, such as authoring tools for the creation of the courses; links to web sites offering high profile professional training courses in the field of ITC; specific areas to look for or post job advertisements (recruitment service) and to exchange information. In addition,  the educational and training bodies and enterprises can take part in the on-line professional training according to their specific needs.  

The main objective of the Mobility project “Journey of Italian language in Romania” was the identification of a new vocational profile i.e. the “tourist development agent” and the elaboration of the relevant training path, to be implemented in e-learning modality at universities, schools and vocational training courses in Romania.  This new figure shall be able to produce innovative products in Italian and to communicate with Italian Tour Operators, without using English, as well as encourage tourism from Italy to Romania.

In order to achieve this objective, a group of seven Italian trainers with experience in different fields of study, research and work went to Romania twice and met a lot of experts. The meetings with the professors of the Department of Italian Language and Literature of the Faculty of Languages of the University of Bucharest, offered the possibility to identify a language teaching programme aiming at the acquisition of the four fundamental skills, in the tourist context, in order to give the student the necessary communicative and linguistic competences. The meetings with the Professors of the Academy  of Economics - chair of Tourism - and with two Tour Operators, instead, gave us the possibility of learning about  tourism in Romania and of defining the contents of the vocational training course. Besides, these meetings helped us identify the methodologies to be used, the number of learning units, the instruments, the time spans and the type of certification. The meetings with the Director of the E-Learning Department (CREDIS) of the University of Bucharest focussed on the construction and the structure of the e-learning course. The use of this form of teaching/learning methodology not only gives major attention to the student, who becomes the protagonist of his own training, but also helps Romania overcome its logistic difficulties, since any student from anywhere in the Country can have access to it. In addition, e-learning might also be extended to other Countries (like Bulgaria) that have similar logistic problems.

The contacts established with many institutions allowed to build up a permanent network comprising different bodies with the aim of disseminating different experiences and practices in the training of new professional figures and of establishing partnerships for the future presentation of other European projects within Socrates, Leonardo da Vinci and Culture 2000 Programmes.

Le projet NUVOLA a affronté et approfondi les thèmes liés soi au secteur de la formation et de l’apprentissage, tels que la didactique, l’innovation technologique, les institutions de formation et leurs processus de renouvellement et ajournement, qui sont très chers à niveau national et Européen, soi  au secteur des entreprises, tels que la production et la vente des produits culturels, c'est-à-dire les produits éditoriaux pour la formation en ligne et hors ligne. Les partenaires du projet dans cette phase finale sont en train d’expérimenter la plateforme, crée ad hoc, qui gère trois prototypes de matériel didactique implémentés dans trois contextes différents (école - cours de formation technique, centres de formation professionnelle, environnement de e-Apprentissage – Petites et Moyennes Entreprises). Les modèles qui se fondent sur une base de données contenant le matériel didactique sont :

- le modèle de la simulation (étudiants et professeurs des Centres de formation)

- le modèle livre à la demande (Petites et Moyennes Maisons d’édition, qui fournissent les services multimédia aux structures de formation)

- le modèle de la classe virtuelle (étudiants à l’école et à l’université qui organisent des unités didactiques liées à leurs études).

L’expérimentation des trois prototypes concerne les écoles, les universités, les maisons d’édition, les centres de Formation Professionnelle, les Petites et Moyennes Entreprises, les associations de catégorie, et vise à vérifier l’efficacité de ce modèle sur large échelle. Les partenaires sont en train de créer une base de données de l’expérimentation qui contient les données les plus significatives à propos de l’action initiale d’information, l’identification des sujets intéressés à tester les aspects concernant le dessin, la distribution et l’implémentation des prototypes du matériel didactique dans les contextes locaux, et aussi bien l’évaluation des résultats.

Ce Portail répond concrètement à la forte demande de e-Apprentissage, de formation permanente et de recherche du personnel que les entreprises cherchent à travers l’Internet. En particulier, grâce à ses sections (Ressources e-Apprentissage, emploi, environnement e-Apprentissage, Formation, Certification, Forum), le Portail permet :

·         la sélection, l’orientation et la formation des figures professionnelles les plus requises de la nouvelle économie ;

·         aux entreprises de choisir des personnes qui ont suivi des cours de formation en modalité e-Apprentissage ou qui possèdent des compétences et des expériences professionnelles spécifiques ;

·         aux institutions éducatives, aussi à travers une collaboration Internet, une opportunité d’éducation spécifique tenant compte des nécessités du marché du travail ;

·         aux étudiants de choisir leur travail grâce à des parcours d’étude qui peuvent être développés selon les besoins individuels ;

·         d’offrir aux entreprises un service de recherche de personnel en ligne ;

·         de sélectionner gratuitement, sur la base des requêtes des entreprises, les participants aux cours de formation professionnelle en ligne (e-Apprentissage), à la fin desquels les étudiants peuvent être assumés par les entreprises promotrices;

·          la participation aux examens de certification des compétences afin d’être insérés dans la base de données des figures professionnelles ;

·         La participation aux programmes de stage chez les entreprises qui opèrent dans le domaine des ICT ;

·         La validation des produits à niveau européen.

Le Portail hôte : des cours de haut niveau, qui ne sont pas à disposition sur le marché de la formation professionnelle en ligne, basés sur un système d’évaluation et autoévaluation; des web outils spécialisés, tel que les softwares auteur pour la création des cours ; des liens à des sites Internet qui offrent des cours de formation professionnelle de haut niveau dans le domaine des ITC ; la possibilité, pour des institutions éducatives et de formation professionnelle et pour les entrepreneurs, de participer à la formation professionnelle en ligne selon leurs besoins spécifiques ; des zones spécifiques pour chercher et offrir un emploi (service de recrutement) et pour échanger des informations.

Il progetto NUVOLA nel suo percorso ha affrontato ed approfondito tematiche legate sia al settore della formazione e dell'apprendimento, come la didattica, l'innovazione tecnologica, le istituzioni formative e i loro processi di rinnovamento ed aggiornamento, argomenti molto sentiti sia a livello nazionale che europeo, sia al settore delle imprese, come la produzione e la commercializzazione di prodotti culturali, nello specifico prodotti editoriali per la formazione sia on-line che off-line. Il progetto investe, nel suo complesso, tutta la strumentazione tradizionale del trasferimento di competenze, basata sulla linearità dell'insegnamento d'aula e del testo scritto, immaginando una trasformazione che è un possibile modello attuativo.

I partner del progetto in questa fase di conclusiva stanno sperimentando la piattaforma, costruita ad hoc, che gestisce tre prototipi di supporti didattici implementati in 3 contesti differenziati (scuola – istruzione tecnica e professionale, centro di formazione professionale, ambiente di formazione a distanza – PMI). I modelli che si appoggiano ad un data- base che contiene i materiali didattici sono:

- il modello della simulazione (studenti e docenti di Centri di formazione )

- il modello del book-on-demand (PMI editoriale, che fornisce servizi multimediali alle strutture di formazione)

- il modello della classe virtuale (studenti di Scuole e Università che predispongono unità didattiche coerenti con il loro curricolo).

La sperimentazione dei 3 prototipi vede coinvolte scuole, università, editori, centri di Formazione Professionale, PMI, associazioni di categoria ed è tesa a verificare l’efficacia del modello su larga scala. I partner stanno costruendo il data-base della sperimentazione che contiene i dati più significativi a partire dalle azioni di informazione iniziale, alla identificazione dei soggetti interessati a sperimentare in simulazione gli aspetti relativi alla progettazione, distribuzione e implementazione nei contesti locali dei prototipi di supporti didattici realizzati, alla valutazione dei risultati.

Il progetto di Mobilità “Viaggio dell’Italiano in Romania” ha avuto come obiettivo principale l’individuazione del profilo professionale di una nuova figura denominata “agente per lo sviluppo turistico” e l’elaborazione del relativo percorso di formazione, da attuare in modalità di e-learning presso università, scuole e centri di formazione professionale romeni. Questa nuova figura dovrà essere in grado sia di creare prodotti innovativi in lingua italiana sia di comunicare con i tour operator italiani bypassando la lingua inglese e incrementando i flussi turistici dall’Italia verso la Romania.

Per raggiungere questo obiettivo, un gruppo composito e vario per settore di studio, di ricerca e di lavoro di sette formatori italiani si è recato in due tornate in Romania, incontrando numerosi esperti. Gli incontri con professori del Dipartimento di Lingua e Letteratura Italiana della Facoltà di Lingue dell’Università di Bucarest, hanno offerto la possibilità di definire un percorso didattico in grado di favorire l’acquisizione delle quattro abilità fondamentali connesse alla lingua, calate in un linguaggio settoriale, quello turistico, allo scopo di conferire al corsista competenze comunicative e linguistiche. Gli incontri con i Professori dell’Accademia degli Studi Economici, cattedra di Turismo e con due tour operators hanno dato, invece, la possibilità di conoscere la situazione della Romania nel settore turistico e di definire i contenuti del corso di formazione professionale. Nel corso degli incontri sono state definite, oltre a i contenuti del corso, le metodologie di cui avvalersi come pure il numero delle unità di apprendimento, gli strumenti ed i tempi ed infine la tipologia di accreditamento del corso. Gli incontri con il Direttore del Dipartimento di Insegnamento a Distanza (Credis) dell’Università di Bucarest, hanno infine riguardato la costruzione e la struttura di un corso in e-learning. L’utilizzo di questa forma di insegnamento/apprendimento permette non solo una maggiore centralità dell’allievo che diventa protagonista della propria formazione ma anche il superamento delle difficoltà logistiche presenti in Romania in quanto permette di raggiungere allievi residenti in qualunque zona del paese e anzi si può pensare ad estendere l’uso ad altri paesi (come la Bulgaria) in condizioni analoghe.

I contatti stabiliti con numerose istituzioni hanno permesso infine di costituire una rete permanente di diversi organismi con lo scopo di diffondere le diverse esperienze e prassi nel settore della formazione di nuove figure professionali e di stabilire delle partnership per la prossima presentazione di altri progetti europei nell’ambito dei Programmi Socrates, Leonardo da Vinci e Cultura 2000.
