newsletter on the activities in European Projects

Issue n. 7 - July 2006 

Welcome to the seventh issue of “Fenice News”. Our newsletter addresses anyone who is interested in European Projects, but in particular those people who are interested in the themes these projects deal with.

This issue describes the projects FENICE is involved in as a partner and the products developed by transnational partnerships, with the support of the European Commission, within the framework of the Socrates, Leonardo & Youth Programmes.

We hope that this issue of “Fenice Scuol@Europa News” will help to promote these results, materials and methods to a wider audience, and it will encourage the exchange of ideas and experiences as well.

First we would like to tell you who we are in the hope that we may start a productive collaboration.

Our association Federazione Nazionale Insegnanti Centro di iniziativa per l’Europa aims at improving the professional characteristics of teachers and the standards of state schools and at enhancing democratic reforms. The association tackles the political, social and cultural problems connected to the school world, the teaching job and the professional growth of teachers.

The revised newsletter has a new name as, starting from 2006, FENICE publishes also a paper magazine called Scuol@Europa issued only in its Italian version. The newsletter is published, instead, in three languages and sent three times a year as an html-formatted e-mail, displaying news in short with links to the Fenice website and to the relating project website, where full access to the relevant articles or documents is provided. Innoschool Initiative for innovative concepts to prevent early school leaving:

Due to different holiday periods in Europe, the expiry date for this European call for tender has been postponed, therefore it is still possible to put forward some proposals for INNOschool project till September 15^th, 2006. We are looking for pedagogical ideas and teaching experiences taken from real life. This competition takes place simultaneously in Italy, Germany, Spain and the Netherlands. The aim is to find new methods promoting integration and preventing early school leaving

We are looking for projects able to open the schools to the outside and to integrate the local community, by actively involving teachers and students, keeping a low budget. These projects could also be a source of inspiration for other educators. The most interesting projects will receive a prize for a total of 14,500 EUR and will be published on the internet website of the project, so that everyone - i.a. politicians, entrepreneurs, educators - can have access to this information and can benefit from the experience shared through the projects.

e-GoV – e-Government Village: the State of the Art

The main objective of this project is to realize an Integrated System of Training, Information and Counselling for e-Government addressing both the operators of public administrations and ICT enterprises, through the cooperation of a trans-national network of public administrations, enterprises and educational institutions.

In the final phase of the project the partners have to define the skills of the professional profiles under consideration, also on the basis of the data offered by the twin project HELPs - (High e-Learning Professional Skills). The critical aspects of each profile are now being analysed.

On the official website of the project http://www.egov-net.org a multi-thematic forum will soon be available, in particular, e-gov square will be ready to test the access to the three macro-areas involved: Public Administrations, ITC companies and citizens.

In the next organisational meetings, before the final meeting in October, the partnership will carry out the preliminary tests with the public administrations involved in the project.

TEAM Training of Educators of Adults in an intercultural Module:

The result after the first year

At the end of the first year of the project, it is possible to weigh the pros and cons of the performances and the outcomes obtained by the institutions of the 4 countries (France, Italy, Spain and Turkey), coordinated by the FENICE.

The three meetings held in Naples(IT), Bursa (TR) and Aksaray (TR), together with the work done by each partner, allowed the exchange and sharing of pedagogic and teaching approaches in the intercultural training of adults and the identification and the exchange of good practices to motivate students.

As planned, after a research on new language training tools in an intercultural dimension, each partner has identified examples of good practices and designed activities specifying the time needed, the tools, the number of students involved, the level of the language and an evaluation of the results and of the difficulties encountered during the experimentation.

The final result of this project is a dossier of exercises to improve the competences of the students in the 4 skills (reading, writing, speaking and listening). The exercises have been tested on students by the partners.

In order to increase the working force for the extension of the project to 2006/2007, applications from two new partners have been put forward: the department of foreign languages of the University of Sofia and Kaunas College – a state school qualified to carry out secondary non-university studies in Lithuania.

e-Learning for Tourism – Exchanges for a new professional profile:

The idea of the project

The project aims at developing the European dimension of the trainers’ training and at reducing the gap between school education and the labour market, especially in the tourist sector. The project consists in the mobility of trainers in Lithuania - universities, training bodies and tourist centres - in order to

Ø       analyse the actual vocational training in the tourist sector of the two countries, making a comparison with the new demands of the market;

Ø     identify the training needs in the field of training for new professional profiles, namely that of "tourist development agent" and exchange good practices in the field of training to foster and guarantee the environmental and cultural patrimony

Ø       establish the contents of a vocational training course about tourism comprising modules for the creation of package tours and for tourist marketing.

This project takes place within a larger framework of initiatives carried out by FENICE to create a permanent network of bodies of different countries (especially in Eastern Europe) in order to :

Ø     disseminate the various experiences and practices acquired by partners in different local contexts in the field of vocational training for tourist operators;

Ø        submit a project proposal within the e-Learning Programme aiming at the creation of a portal for on-line training for new vocational profiles in the tourist sector. Once the Portal has been produced, the partners having a suitable inner structure will hold the courses in their countries and will provide for the tutorship;

Ø        develop intercultural exchanges and spread the tourist culture thanks to apprenticeships in different countries for all the students interested in becoming "tourist development agents", thus favouring European integration.

The Italian trainers going to Lithuania will also use the results and the materials elaborated during the previous Mobility Project VIR coordinated by FENICE in 2004.

Innoschool Promouvoir l’intégration - Lutter contre l’échec scolaire:

A cause des différentes périodes de vacance dans les pays européens, on peut présenter des projet pour la compétition européenne INNOschool jusqu’au 15 Septembre 2006.

On cherche des idées pédagogiques et des expériences de vie réelle. Ce compétition se déroule au même temps en Italie, Allemagne, Espagne et aux Pays Bas. On veut trouver des méthodes favorisants l’intégration et visant à la lutte contre l’échec scolaire.

On cherche des projets qui 1) ouvrent les écoles à l’extérieur et intègrent la communauté locale, 2) favorisent les initiatives qui engagent activement les enseignants et les étudiants, 3) peuvent être réalisés avec un budget contenu, 4) soient un encouragement pour les autres éducateurs.

Les projets sélectionnés vont recevoir un prix total de 14.500 EUR e seront publiés sur le site Internet du projet de façon que tout le monde (politiciens, entrepreneurs, éducateurs et parents) peut se servir de l’expérience de ces projets.

e-GoV – e-Government Village: L’état de la technique

Le projet vise à réaliser un Système intégré de formation, Information et Orientation à l’e-Gouvernement qui s’adresse aux opérateurs des administrations publiques et aux entreprises qui travaillent dans le secteur des ITC grâce à un réseau international d’administrations publiques, entreprises et institutions formatives.

Pendant la phase finale du projet, les partenaires ont défini les habilités des profils professionnels intéressés, aussi grâce aux données mises à disposition par le projet jumeau HELPs – (High e-Learning Professional Skills). Les difficultés de chaque profil sont en phase d’investigation. 

Bien tôt le site officiel du projet http://www.egov-net.org aura un forum multithématique, en particulier l’agora de e-Gov sera activée et il sera possible d’avoir accès à trois macro-domaines :  Administrations Publiques, entreprise ITC et citoyen.

Dans les prochaines réunions organisatrices, avant la fin d’Octobre, le partenariat aura l’occasion de faire les premier tests chez les administrations publiques participant au projet.

TEAM Formation d’enseignants pour les adultes dans un module interculturel:

L’état de la technique

A la fin de la première année d’activité du projet on peut faire un bilan des activités accomplies et des résultats obtenus  par les institutions de quatre pays (France, Italie, Espagne et Turquie), coordonnées par la FENICE. Les trois meetings du partenariat, qui ont eu lieu a Naples (IT), Bursa (TR) et Aksaray (TR), et le travail fait par les partenaires, ont permis d’échanger et partager les approches pédagogiques et didactiques concernant la formation interculturelle des adultes et d’identifier et faire circuler les bonnes pratiques de motivation des étudiants.

Selon le programme, après une recherche sur les nouveaux instruments de formation linguistique avec une dimension interculturelle, chaque partenaire a identifié des bonnes pratiques et a projeté des activités indiquant la durée, les instruments utilisés, le numéro d’étudiants, le niveau de connaissance de la langue et a fait une évaluation des résultats et des difficultés rencontrés pendant l’expérimentation.

Le résultat de ce travail collectif est un dossier d’exercices pour améliorer les compétences des étudiants dans les 4 habilités de base de la langue (lire, écrire, parler et écouter). Les partenaire ont testé ces activités sur leurs élèves.

Afin d’augmenter les énergies à disposition pour la proposition de renouvellement du projet en 2006/2007, on a avancé l’introduction de 2 nouveaux partenaires : le département de langues étrangères de l’Université de Sofia et le Kaunas College - une institution éducative qualifiée pour l’acquisition d’études supérieurs non universitaires en Lituanie.

e-Learning pour le Tourisme– Echanges pour un nouveau profil professionnel

L’idée du project

Ce projet vise à développer la dimension européenne de la formation des éducateurs et à mettre en contact la formation scolaire avec le monde du travail, en particulier avec le secteur touristique. Le projet concerne la mobilité des éducateurs en Lituanie dans les universités, les écoles de formation et les opérateurs touristiques pour

Ø       analyser la formation professionnelle actuelle dans le secteur touristique des deux pays, en faisant une comparaison avec les nouvelles exigences du marché ;

Ø        identifier les besoins formatifs dans le secteur de la formation de nouveaux profils professionnels, en particulier celle de « l’agent pour le développement touristique », et faire un échange de bonnes pratiques concernant le secteur de la formation pour la valorisation et la sauvegarde des patrimoines culturel et environnemental ;

Ø        établir les contenus d’un cours de formation professionnelle sur le tourisme, avec des modules pour l’organisation de paquets touristiques et le marketing touristique.

Ce projet fait partie d’un cadre d’initiatives de la FENICE visant à la réalisation d’un réseau permanent d’institutions de différents pays (en particulier de l’Est européen) pour:

4       divulguer les expériences et les pratiques identifiées dans les différents contextes dans le secteur de la formation professionnelle des opérateurs touristiques;

4       avancer une proposition de projet dans le cadre du programme d’action communautaire e-learning, pour construire un Portail consacré à la formation en ligne de nouveaux profils professionnels dans le secteur touristique. Après la réalisation du Portail, les partenaires doués d’une structure convenable organisent des cours avec tutorat dans leurs pays;

4       développer les processus interculturels et la diffusion de la culture touristique à travers des projets de stage avec des échanges entre les différents pays d’étudiants intéressés à devenir agents pour le développement touristique, tout en favorisant l’intégration européenne.

Les formateurs qui vont en Lituanie vont employer aussi les résultats et les matériaux élaborés par leurs collègues du projet de mobilité précédent VIR coordonné par la FENICE en 2004.

Innoschool Promuovere l’integrazione – Prevenire la dispersione scolastica:

rinviata la data di scadenza

A causa della differenza dei periodi di vacanza estiva nei vari paesi europei si è reso necessario spostare fino al prossimo 15 Settembre 2006 la data di scadenza per la presentazione dei progetti per il concorso europeo INNOschool.

Cerchiamo idee pedagogiche ed esperienze provenienti dalla vita reale. Attraverso un concorso che si svolge contemporaneamente in Italia, Germania, Spagna e Paesi Bassi, ci prefiggiamo l’obiettivo di trovare nuovi metodi per promuovere l’integrazione e prevenire la dispersione scolastica. Cerchiamo progetti che aprano le scuole all’esterno ed abbraccino ed integrino la comunità locale, promuovano iniziative che cingono attivamente insegnanti e studenti, siano realizzabili con un budget limitato e possano servire come incentivo per altri educatori.

I migliori progetti riceveranno un premio in danaro per un ammontare totale di 14,500 Euro e verranno pubblicati sul sito web del progetto in modo che chiunque, compresi coloro che decidono nel campo politico e del lavoro, educatori all’interno ed all’esterno della scuola e genitori, possa attingere ad essi ed avere un aiuto dalla conoscenza di quanto espresso nei progetti.

e-GoV – e-Government Village: lo stato dell’arte

Il progetto si propone di realizzare un Sistema Integrato di formazione, Informazione e Orientamento all’e-Government rivolto sia agli operatori delle Pubbliche amministrazioni che alle imprese che operano nel settore delle ITC attraverso la cooperazione di una rete transnazionale di pubbliche amministrazioni, imprese e istituzioni formative.

Nella fase finale del progetto i partner sono concentrati nel definire e realizzare gli skill delle figure professionali che saranno coinvolte, anche grazie ai dati offerti dal progetto gemello HELPs – (High e-Learning Professional Skills). Sono in fase di analisi le criticità di ogni figura.

Entro breve il sito ufficiale del progetto http://www.egov-net.org conterrà nuovi content con un forum multitematico, in particolare la square di e-gov che sarà completamente funzionante e operativa per testare i punti di accesso delle tre Macroaree coinvolte: Amministrazioni Pubbliche – Aziende ITC – e privati cittadini.

Nelle prossime riunioni organizzative, prima dell’evento finale previsto per la fine di ottobre, il partenariato potrà effettuare i primi test presso le pubbliche amministrazioni coinvolte.

TEAM Formazione di educatori di adulti in un modulo interculturale:

lo stato dell'arte

Al termine del primo anno di attività del progetto è possibile tracciare un bilancio delle attività svolte e dei risultati ottenuti dalle istituzioni di quattro paesi (Francia, Italia, Spagna e Turchia), coordinate dalla Fenice. Tre meeting del partenariato svoltisi a Napoli (IT), Bursa (TR) ed Aksaray (TR) ed il lavoro svolto dai singoli partner hanno permesso di scambiare e condividere approcci pedagogici e didattici nella formazione interculturale degli adulti e di identificare e scambiare buone pratiche finalizzate a motivare gli studenti.

Così come programmato ogni partner, dopo una ricerca su nuovi strumenti di formazione nel campo linguistico contenenti una dimensione interculturale, ha individuato esempi di buone pratiche ed ha progettato le attività indicandone la durata, gli strumenti usati, il numero di studenti a cui sono rivolte, il loro livello di conoscenza della lingua ed una valutazione dei risultati ottenuti nella sperimentazione e delle difficoltà eventualmente incontrate..

Il risultato finale di questo lavoro collettivo è un fascicolo con esercizi finalizzati a migliorare le competenze degli studenti nelle quattro abilità fondamentali della lingua (leggere, scrivere, parlare ed ascoltare) e già testati da ogni partner con i propri allievi.

Al fine di incrementare le energie disponibili nella proposta di rinnovo del progetto per il 2006/07 è stata avanzata la richiesta di aggiungere due nuovi partner: il Dipartimento di Lingue straniere dell’Università di Sofia ed il Kaunas College un’istituzione educativa pubblica qualificata per l’attuazione di studi superiori non universitari in Lituania.

e-Learning per il Turismo - Scambi per una nuova figura professionale:

l'idea progettuale

Il progetto mira a sviluppare la dimensione europea nella formazione dei formatori e a promuovere l'avvicinamento della formazione scolastica al mondo del lavoro specificatamente nel settore turistico. Prevede la mobilità di formatori in Lituania presso università, organismi di formazione ed un centro turistico giovanile al fine di:

Ø       analizzare l’attuale formazione professionale nel settore turistico nei due paesi, confrontandola con le nuove esigenze del mercato;

Ø       individuare i bisogni formativi nel settore della formazione di nuove figure professionali, in particolare quella di “Agente per lo sviluppo turistico” e realizzare uno scambio di buone pratiche nel settore della formazione per la valorizzazione e salvaguardia dei beni culturali e ambientali;

Ø       definire i contenuti di un corso di formazione professionale sul turismo contenente moduli per la organizzazione di pacchetti turistici e il marketing turistico.

L’attuazione di questo progetto si colloca in un più ampio quadro di iniziative intraprese dalla Fenice e tendenti alla realizzazione di una rete permanente di istituzioni di vari paesi (in particolare dell’Est Europeo) al fine di:

Ø       diffondere le diverse esperienze e pratiche individuate nei vari contesti nel settore della formazione professionale degli operatori turistici;

Ø       presentare una proposta di progetto nell’ambito del programma d’azione comunitaria e-Learning, finalizzata alla costruzione di un Portale per la formazione in modalità e-learning di nuove figure professionali nel settore turistico. Dopo la realizzazione del Portale, i partner dotati della struttura adeguata erogheranno nei rispettivi paesi i corsi assicurandone il tutoraggio;
