Issue n. 8 - November 2006 

Welcome to the eighth issue of “Fenice Scuol@Europa News”. Our newsletter addresses anyone who is interested in European Projects, but in particular those people who are interested in the themes these projects deal with.

This issue describes the projects FENICE is involved in as a partner or a promoter and the products developed by transnational partnerships, with the support of the European Commission, within the framework of the Socrates, Leonardo & Youth Programmes.

We hope that this issue of “Fenice Scuol@Europa News” will help to promote these results, materials and methods to a wider audience, and it will encourage the exchange of ideas and experiences as well.

First we would like to tell you who we are in the hope that we may start a productive collaboration.

Our association Federazione Nazionale Insegnanti Centro di iniziativa per l’Europa aims at improving the professional characteristics of teachers and the standards of state schools and at enhancing democratic reforms. The association tackles the political, social and cultural problems connected to the school world, the teaching job and the professional growth of teachers.

The revised newsletter has a new name as, starting from 2006, FENICE publishes also a paper magazine called Scuol@Europa issued only in its Italian version. The newsletter is published, instead, in three languages and sent three times a year as an html-formatted e-mail, displaying news in short with links to the Fenice website and to the relating project website, where full access to the relevant articles or documents is provided. Innoschool Initiative for innovative concepts to prevent early school leaving:

selected the best projects

Nearly 300 projects, aiming at preventing early school leaving and promoting integration, have been sent in for the “INNOschool” European competition, taking place simultaneously in Germany, Italy, Spain and the Netherlands. This large number of contributions shows that there is a great interest in this issue and a true will to solve the related problems. In each country, on the basis of common criteria, a qualified board has selected the best projects, which have been later examined by an international board, which finally determined the winners. 14 projects will get a financial support of 500, 1,000, 1,500 or 2,000 Euro. On November 23rd, the five best projects were awarded their prizes in Berlin from the hands of Peter Altmaier, the Parliamentary State Secretary at the Federal Ministry of the Interior and the ambassadors of Italy, Spain and the Netherlands. The 1st  prize was given to a school in Naples for the project “Theatre on board”, which proposes a theatre laboratory in combination with a stage to reduce early school leaving.

The aim of INNOschool is to collect the best-practice examples and disseminate them. For this reason the best projects will be available on the website of the project  and on the web site of Fenice to be used by anyone (including policy makers, teachers, trainers and parents) who is interested and will be able to benefit from the outcomes of this initiative!

e-GoV – e-Government Village: near to the end

The main objective of this project is to create an Integrated System of Training, Information and Counselling for e-Government addressing both the operators of public administrations and ICT enterprises, through the cooperation of a trans-national network of public administrations, enterprises and educational institutions.

The project is now coming to its final phase, involving the preparation of the final meeting to be held in Naples from the 23rd to the 25th January 2007. On this occasion, the products created and developed during the project will be presented and there will be a chance of opening a discussion and a debate on e-Government. One of the products is the e-Plaza, which is a virtual space with free access where people can talk about and exchange good practices; part of it will be devoted to the methodologies used to identify new professional figures to meet the demands of e-government.

In addition, during this conference, the book “e-Gov between needs and competences” will be promoted. This book describes the project and makes some considerations on e-Government, technological trends, new skills, as well as on the experiences of the national and international partners in this project.

CELCIT - " Competences in e-Learning and Certification In Tourism”

The idea of the project

The project aims at developing the European dimension of the trainers’ training and at reducing the gap between school education and labour market, in particular in the tourist sector. To achieve this aim the institutions of four countries (Italy, Lithuania, Romania and Spain), with the coordination of Fenice, during the first meeting held in Naples expressed their commitment in carrying out the following objectives:

1.       to identify the training needs connected to the training of new professional profiles, namely that of "local tourism development agent";

2.       to define a common frame of reference, to give a legal recognition to this qualification (based on specific competences); 

3.       to define the contents of a vocational training course in e-learning modality to teach the necessary competences of the new professional profile.

4.       to identify and customize a web platform where the contents of the e-learning course can be placed;

5.       enrich the professional and methodological competences of the adult educators in training in tourist sector to update to EU standard through the knowledge of different didactic training methodologies.

This project places itself in a larger framework of FENICE’ initiatives (including two Mobility Projects) with the aim of creating of a permanent network of different bodies (especially in Eastern Europe) able to submit a project proposal within the Life Long Learning European Community Action Programme. This project will have the objective of creating a Portal for the training in e-learning modality of new vocational figures in the tourist field. At the end of this project the partners having the suitable structures will provide the courses in their countries and will guarantee the tutorship during the course.

TEAM Training of Educators of Adults in an intercultural Module:

A new starting line

The main aim of this project is promoting intercultural awareness thanks to the development of competences in a global context of adult training. To achieve this objective, during this second year of activity, the four partners of France, Italy and Turkey are working to achieve the following goals:

§          identify and exchange good practices to motivate students;

§          collect information and create a database of good practices to learn a language through the use of theatrical techniques, taken for granted the important intercultural value of the theatre.

During the next meeting, which will be held in Nancy, from the 6th to the 10th December 2006, the partners will relate on the results of the experimentation phase of the exercises designed to improve the four skills (reading, listening, speaking and writing) and will redraft the booklet containing the aforesaid exercises to set a common layout and add information coming from the experimentation phase.

Innoschool Promouvoir l’intégration - Lutter contre l’échec scolaire :

les projets meilleur ont été choisis par un comité international

A peu près 300 projets ont été présentés pour le concours Européen INNOschool. Ce compétition se déroule au même temps en Italie, en Allemagne, en Espagne et aux Pays Bas, pour trouver des nouvelles méthodes favorisant l’intégration et visant à la lutte contre l’échec scolaire. Cette réponse ample et diversifiée démontre un fort intérêt pour ce problème et la volonté de le résoudre.

Dans chaque pays une commission d’experts a sélectionné sur la bases de critères communs les projets meilleurs. Après ils ont été examinés par un comité international, qui a décidé les gagnants : 14 projets vont recevoir un prix de 2000, 1500, 1000 et 500 Euros. Le 23 novembre à Berlin, le Secrétaire d’Etat du Ministère de l’Intérieur allemand Peter Altmaier et les ambassadeurs de l’Italie, de l’Espagne et des Pays Bas on remis les prix aux cinq meilleur projets. Le premier prix a été donné à une école napolitaine pour le projet « Théâtre à bord». Pour réduire l’échec scolaire, ce projet propose un laboratoire théâtral lié à l’activité professionnelle.

INNOschool veut recueillir et faire circuler les meilleurs idées et expériences de travail. Pourtant, les projets  meilleurs seront publiés sur le site Internet du projet et de Fenice, ainsi que tout le monde (politiciens, entrepreneurs, éducateurs et parents) puisse se servir de l’expérience de ces projets.

e-GoVe-Government Village: proche de la fin

Le projet vise à réaliser un Système intégré de Formation, Information et Orientation pour l’e-Gouvernement qui s’adresse aux opérateurs des administrations publiques et aux entreprises qui travaillent dans le secteur des ITC grâce à un réseau international d’administrations publiques, entreprises et institutions formatives.

Désormais le projet est dans sa phase finale et on est en train de préparer la conférence finale du 23 au 25 Janvier 2007 à Naples. Celle-là sera une occasion de débat publique sur les thèmes de l’e-Gouvernement et les résultats du projet. Il y aura une présentation des produits crées et développés tel que la e-Place (un espace ouvert où tous peuvent discuter et échanger les bonnes pratiques). Une partie importante de la e-place sera dédiée aux méthodologies suivies pour l’individuation de nouvelles figures professionnelles pour l’e-Gouvernement.

A cette occasion, le livre « e-GoV entre besoins et compétences » sera présenté. Ce texte décrit le projet et se focalise sur les thèmes de l’e-Gouvernement, les choix technologiques, les nouvelles habilités et les expériences du partenariat national et international.

CELCIT - " Compétences en e-Apprentissage et Certification en Tourisme”

L’idée du projet

Le projet vise à développer la dimension européenne de la formation des formateurs et de favoriser les liens entre la formation scolaire et le monde du travail, en particulier dans le secteur touristique. Afin d’atteindre ce but, pendant la première rencontre à Naples, les institutions des quatre pays (Italie, Lituanie, Roumanie et Espagne), coordonnées par Fenice, se sont engagés à réaliser les objectifs suivants :

6.       identifier les besoins formatifs de la formation de nouvelles figures professionnelles, en particulier celle de « agent pour le développement touristique local » ;

7.       définir un cadre commun de référence pour la certification légale des qualifications (basé sur des compétences bien claires) ;

8.       définir les contenus d’un cours de formation professionnelle en e-apprentissage pour acquérir les compétences nécessaires à la nouvelle figure professionnelle ;

9.        identifier, personnaliser et mettre sur la plateforme web les contenus pour les cours en modalité e-apprentissage pour la formation des « agents pour le développement touristique local »

Ce projet fait partie d’une série d’initiatives de la Fenice (parmi lesquelles deux projets de mobilité) visant à la création d’un réseau permanent d’institutions dans les différents pays (en particulier à l’ouest de l’Europe) pour avancer une proposition de projet à l’intérieur du programme communautaire Life Long Learning. On veut créer un Portail pour la formation en e-apprentissage de nouvelles figures professionnelles dans le secteur touristique. Après la création du Portail, les partenaires avec une structure appropriée pourront fournir ces cours dans leurs pays tout en assurant le tuteurage pendant les cours.

TEAM Formation d’enseignants pour les adultes dans un module interculturel:

un nouveau décollage

L’objectif principal de ce projet est accroître la conscience interculturelle à travers le développement de compétences dans un contexte global de formation des adultes. Afin d’atteindre ce but, les quatre partenaires (France, Italie, Espagne et Turquie) pendant cette seconde année d’activité visent à poursuivre les objectifs suivants :

§          Identifier et échanger les bonne pratiques pour motiver les étudiants;

§          Recueillir des informations et créer une base de données contenant les bonnes pratiques d’apprentissage d’une langue à l’aide de méthodes et matériaux basés sur l’usage de techniques théâtrales, vu que le théâtre a une grande valeur interculturelle.

A l’occasion du prochain meeting de Nancy (du 6 au 10 décembre 2006) les partenaires feront une relation sur les résultats de l’expérimentation des exercices pour améliorer les compétences des étudiants dans les quatre habilités de la langue (lire, écrire, parler et écouter) et une révision du dossier avec les exercices pour standardiser la forme et insérer des notes liées à l’expérimentation.

Innoschool Promuovere l’integrazione – Prevenire la dispersione scolastica:

scelti i migliori progetti dalla giuria internazionale

Circa 300 progetti sono stati presentati nel concorso europeo INNOschool, svolto contemporaneamente in Italia, Germania, Spagna e Paesi Bassi con l’obiettivo di trovare nuovi metodi per promuovere l’integrazione e prevenire la dispersione scolastica. Questa risposta così ampia e diversificata dimostra che l’interesse per questo problema è forte come pure la volontà di risolverlo. In ogni paese una giuria di esperti ha selezionato sulla base di parametri comuni i migliori progetti che successivamente sono stati esaminati da una giuria internazionale che ha proclamato i vincitori. 14 progetti riceveranno un sostegno finanziario di 2000, 1500, 1000 e 500 Euro. Il 23 Novembre a Berlino il Segretario di Stato del Ministero degli Interni Tedesco Peter Altmaier e gli ambasciatori di Italia, Spagna e Paesi Bassi in Germania hanno consegnato i premi ai cinque migliori progetti. Il primo premio è stato assegnato ad una scuola napoletana per il progetto “Teatro a bordo” che utilizza come strumento per ridurre la dispersione scolastica un laboratorio teatrale abbinato allo svolgimento della attività professionale.

INNOschool si propone non solo di raccogliere le migliori idee ed esperienze provenienti dalla vita reale ma anche di diffonderle. Per questo motivo i migliori progetti verranno pubblicati sul sito web del progetto e sul sito della Fenice in modo che chiunque, compresi i decisori politici, gli educatori all’interno ed all’esterno della scuola ed i genitori, possa attingere ad essi ed avere un aiuto dalla conoscenza di quanto espresso nei progetti.

e-GoVe-Government Village: vicini alla conclusione

Il progetto si propone di realizzare un Sistema Integrato di formazione, Informazione e Orientamento all’e-Government rivolto sia agli operatori delle Pubbliche amministrazioni che alle imprese che operano nel settore delle ITC attraverso la cooperazione di una rete transnazionale di pubbliche amministrazioni, imprese e istituzioni formative.

Il progetto è oramai arrivato alla fase finale, con la preparazione del meeting finale che si terrà a Napoli il 23-24 e 25 Gennaio 2007, una occasione pubblica di discussione e confronto sui temi dell’e-Government e dei risultati del progetto. Saranno infatti presentati i prodotti sviluppati ed ideati, quali la e-Piazza spazio virtuale aperto a tutti nel quale sarà possibile confrontarsi e scambiarsi buone pratiche, uno spazio importante della e-piazza sarà dedicato alle metodologie scelte per l’individuazione di nuove figure professionali che e-Government richiede.

In questa occasione sarà presentato e diffuso il volume “e-GoV tra bisogni e competenze” che oltre a descrivere il progetto e la sua gestione si sofferma sui temi delll’e-Government, le scelte tecnologiche, i nuovi skills e le esperienze della partnership, sia  in ambito locale che transnazionale

CELCIT - " Competences in e-Learning and Certification In Tourism”

L’idea progettuale

Il progetto si propone di sviluppare la dimensione europea nella formazione dei formatori e di promuovere l'avvicinamento della formazione scolastica al mondo del lavoro specificatamente nel settore turistico. Per raggiungere questo scopo le istituzioni di quattro paesi (Italia, Lituania, Romania e Spagna), coordinate dalla Fenice, nel primo meeting svolto a Napoli si sono impegnate nella realizzazione dei seguenti obiettivi:

1.       individuare i bisogni formativi nel settore della formazione di nuove figure professionali, in particolare quella di “Agente per lo sviluppo turistico locale”;

2.       definire uno quadro comune di riferimento su cui strutturare il riconoscimento legale delle qualifiche fondate su competenze ben definite ed identificate; 

3.       definire i contenuti di un corso di formazione professionale in e-learning che permetta il raggiungimento delle competenze necessarie alla nuova figura professionale; 

4.       Identificare, personalizzare e riempire una piattaforma web con contenuti finalizzati all’erogazione di corsi in e-learning per formare unAgente di sviluppo del turismo locale ’

Questo progetto si colloca in un più ampio quadro di iniziative intraprese dalla Fenice (tra le quali due progetti di mobilità) tendenti alla realizzazione di una rete permanente di istituzioni di vari paesi (in particolare dell’Est Europeo) al fine di presentare una proposta di progetto nell’ambito del programma d’azione comunitaria Life Long Learning, finalizzata alla costruzione di un Portale per la formazione in modalità e-learning di nuove figure professionali nel settore turistico. Dopo la realizzazione del Portale, i partner dotati della struttura adeguata erogheranno nei rispettivi paesi i corsi assicurandone il tutoraggio.

TEAM Formazione di educatori di adulti in un modulo interculturale:

una nuova partenza

L'obiettivo principale di questo progetto è promuovere la coscienza interculturale attraverso lo sviluppo di competenze in un contesto globale di formazione degli adulti. Per raggiungere questo scopo i quattro partner di Francia, Italia e Turchia in questo secondo anno di attività, intendono perseguire i seguenti obiettivi: 

§          Identificare e scambiare  buone pratiche finalizzate a motivare gli studenti;

§          Raccogliere informazioni e creare una base di dati contenente buone prassi di apprendimento di una lingua attraverso l’uso di metodi e materiali basati sull’uso di tecniche teatrali, in considerazione del grande valore interculturale del teatro.

Nel prossimo meeting che si svolgerà a Nancy dal 6 al 10 Dicembre 2006 i partner riferiranno sui risultati della sperimentazione degli esercizi finalizzati a migliorare le competenze degli studenti nelle quattro abilità fondamentali della lingua (leggere, scrivere, parlare ed ascoltare) ed effettueranno una revisione del fascicolo che contiene detti esercizi al fine di omogeneizzarne la forma e di aggiungere le note derivanti dalla sperimentazione.
